Enumeration of possible reasons for message delivery failure.

These categories help senders understand why their message could not be delivered and what action might be needed.

USER_BLOCKED_SENDER

The recipient has blocked messages from the sender.

USER_NOT_ACCEPTING_MESSAGES

USER_NOT_ACCEPTING_MESSAGES

The recipient is not currently accepting any messages.

The message delivery timed out after repeated attempts.
